The Rising Star Scholarship is a partnership between Resident Services, Incorporated (RSI), the Resident Advisory Board and the Housing Authority of Baltimore City that provides need and merit based scholarships to students who have been accepted into accredited institutions of higher learning or trade schools.

The program is designed to encourage academic excellence and foster leadership potential in young people. The scholarship was launched in 2009 thanks to a generous contribution from a local contribution. The Rising Star Scholarship provides financial assistance to the recipients ranging from $1250 - $5000 which assists young people in reaching their academic goals. 

To be eligible for the scholarship, youth must be a current resident of the HABC Public Housing, Rehabilitative Housing or Housing Choice Voucher (Section 8) program, a graduating high school senior who has been accepted for admission or is awaiting acceptance to an accredited college or university.

Over the last ten years, over 50 young people have been received scholarships to local and out-of-state schools such as Morgan State University, Goucher College, Virginia Union University, University of Maryland, Stevenson University, University of Baltimore and Penn State. Many of them have graduated and moved forward into careers.
